- Stripping ports of competition. Burning down independent docks, sinking merchant fleets, and executing rival traders.
- Seizing land for inland expansion. Controlling riverways, road networks, and caravan hubs to dictate every aspect of trade.
Defensive Tactics
- Blocking entire coastlines. Enforcing trade embargos by shutting down port access with sheer military force.
- Choking critical supply lines. Cutting off food, fuel, and manufactured goods until entire regions collapse.
- Diverting shipments to the black market. Ensuring that even when people defy them, they still pay Navtog prices.
- Using privateers to incite war. Manipulating conflicts between factions so that desperate nations have no choice but to rely on Navtog's fleets.
The Navtog on Other Factions
The Navtog treats other factions as tools for advancing their monopolistic goals or obstacles to eliminate. Their extensive fleets and trade routes make them a dominant force, but their relationships are strained by competing interests in industry, trade, and covert operations.
Celtumpra. The Navtog are almost entirely unaware of Celtumpra, viewing their rumored magical activities as irrelevant superstition. They do not realize that some of their own ships are used to unwittingly transport arcane artifacts, materials, or that radical enclaves actively work to sabotage their trade empire.
Colderyn. The Navtog see Colderyn as a valuable client for maritime shipping, a necessary partner whose vast output of raw materials fuels their trade empire. However, they view the cartel's constant attempts to use smugglers like Navrow to bypass their tariffs as a source of ongoing frustration.
Mustring. The syndicate is a vital business partner, supplying the Navtog with a steady stream of inland slaves that their fleets cannot acquire on their own. This partnership is muddied by Mustring simultaneously stealing from coastal warehouses and profiting by arming the anti-Navtog insurgents they fight against.
Navrow. The Navtog view Navrow pirates as a chaotic pestilence that must be purged from their sea lanes to maintain their monopoly on trade. They actively hunt Navrow crews and offer substantial bounties for their captains, viewing them as criminals to be exterminated.
The Osprey. The Navtog begrudgingly accepts loans from The Osprey to fund their colonial expansion and fleet maintenance. They resent The Osprey's attempts to use this financial leverage to dictate their imperial policy and are constantly seeking ways to operate outside their influence.
The Ironpenny Poke. The Poke is a high-volume client whose manufactured goods and need for raw materials are a significant source of shipping revenue. The Navtog are, however, frustrated by The Poke's constant reliance on smugglers to avoid their tariffs.
Zaharmak. The Navtog view Zaharmak as a dangerous ideological plague whose revolutionary activities threaten the stability of their colonial territories and incite slave rebellions. They actively assist their client states and corporate partners in hunting down and eliminating Zaharmak cells.
The Navtog NPCs
Navtog leaders are disciplined and ambitious, treating every port and trade route as a symbol of their control. Fleet commanders maintain ruthless order, their power secured through calculated violence. Dockmasters and quartermasters thrive on corruption, managing bribes and shady deals to keep the system running. Sailors and clerks are expendable, enduring harsh conditions under the watchful eyes of their superiors.
Major Players in The Navtog
Lucien Bertrand. A cunning Lutin, Lucien Bertrand leads The Navtog with the quiet focus of a master watchmaker. His slight frame is always immaculate, and he is known to obsess over the slightest imperfection in a map, a contract, or the uniform of a subordinate. He views the Navtog not as an empire of people, but as a perfect, self-sustaining machine. Those who serve him efficiently are rewarded, but anyone who proves to be an imperfect component, whether through disobedience, illness, or simple error, is removed and replaced without sentiment.
Ezo Takeshi. In the volatile Soma Sagara Sea, the Oni Ezo Takeshi enforces The Navtog's dominance. Raised in the martial highlands of Kimara, he views every conflict as a personal test of strength, and his ships' masts are adorned with the captured flags and broken weapons of those who defied him. He does not merely crush pirates or suppress uprisings; he dismantles them, breaking their leaders in single combat and claiming a grisly trophy as proof of the Navtog's absolute authority.
Edmund Thorne. Edmund Thorne operates as The Navtog's spymaster in Bellegrad, but his true allegiance is to the secrets he uncovers. A tall, lean Bethunian, his calm and calculating nature is that of a man who knows every hidden crime and private shame of those around him. He uses blackmail and misinformation as an art form, often holding back information from his superiors to leverage for his own purposes. The Navtog believes he is their loyal agent, but he is merely a parasite who has found the richest host for his addictions.
The Navtog Adventures
The Navtog commands through structured authority, using fleets, ports, and colonies to cement their power across vast territories. When you bring The Navtog into your campaign, think about how their dominance reshapes economies, forcing merchants, rivals, and entire regions to bend to their rules. Their actions are driven by ambition and the belief that order, no matter how harsh, is necessary for control.
If adventurers ally with The Navtog, they'll be working for a faction that rewards results and punishes hesitation. A Fleet Admiral might enlist the party to secure a contested trade route, enforce order in a rebellious colony, or hunt down smugglers undermining their profits. The rewards are real, but the demands are unrelenting, and failure is rarely forgiven.
As adversaries, The Navtog is relentless. Their ships are fast, their crews disciplined, and their bureaucracy unyielding. Faction Scenario: The Navtog
Primary Operation. To achieve total economic hegemony over the Long Deep. The Navtog are executing a multi-generational plan to control all major sea lanes between Anterra and Oskara, systematically turning independent coastal nations into client states and resource colonies.
Methods
Economic Strangulation. They enforce "Navtog-Exclusive Trade Zones" with their fleet. Independent merchants face exorbitant tariffs. In ports that defy them, goods rot on the docks as Navtog warships turn away all non-aligned vessels, leading to famine and economic collapse.
Debt-Trap Colonization. They offer infrastructure loans to developing or war-torn coastal nations. When these nations inevitably default, the Navtog use the debt as justification to seize control of their ports, resource rights, and ultimately, their sovereignty.
Strategic Depopulation. Human trafficking is a tool of statecraft. The Navtog systematically depopulate regions that resist their control, using press-gangs to capture inhabitants. These slaves fuel the Navtog industry or are sold to allies, simultaneously enriching the empire and eliminating dissent.
Complications
Criminal Rivalries. The Navtog's control is under constant threat. Navrow pirate fleets harry Navtog shipping and offer cheaper smuggling options. Simultaneously, the Mustring act as business partners in the slave trade, but are untrustworthy, consistently selling intelligence and weapons to anti-Navtog insurgents, such as Zaharmak, profiting from both sides of the conflicts they help create.
Corporate Competition. Industrial guilds like Colderyn and The Ironpenny Poke are economic rivals. They cannot be fought with warships, but with corporate espionage and political maneuvering. These factions lobby against Navtog interests in neutral cities, form competing trade cartels to fix prices, and actively seek to poach Navtog client-states with their own predatory contracts.
Colonial Instability. Several of the Navtog's client states are on the brink of open rebellion. Decades of resource stripping have pushed the populace to a breaking point. The installed puppet rulers are losing their grip, requiring increasingly costly direct military support from the Navtog fleet to maintain control.
Adventure Hooks
License to Slave. The Navtog offer the party a letter of marque to operate as licensed privateers, tasked with hunting Navrow pirates. The pay is excellent, but the terms of the contract require them to turn over a percentage of all captured "cargo," including surviving combatants, civilians, and merchants, who will be processed directly into the Navtog slave markets.
Hungry Rebels. The PCs are offered a job to help smuggle a shipment of weaponry past a Navtog blockade. The client is an Ogre insurgency fighting the Ibunese Empire. The insurgents are known zealots who practice ritual cannibalism on their captives.
To Scourge or Not to Scourge. A Navtog governor from a restive colonial port is looking to hire assassins. The target is a popular leader of the local independence movement and a naive idealist. The governor claims that if this leader is not removed, his rebellion will trigger a Navtog "scourge" policy that will result in the decimation of the population.
